Please forgive me for being clueless to many things as I do not have much experience. I mostly just manipulate existing models to get images I need for my work.
A few months ago when I would go to Export an SVG Rhino becomes unresponsive for sometimes 30+ minutes before it will save the file. The past month or two it was not as bad but still very slow. Today it is back to at least 15+ minutes.
I believe it is a rhino issue and not an issue with the models. They are pretty complicated but not much has changed since they used to export very quickly to now when they take forever.
Any help would be appreciated. Thank You!
Here is my process: I will make a new layout, change from Wireframe to Pen, Usually change to Perspective, move model to image I need, Double click outside Rectangle, Select inside Rectangle, Export, SVG,
When you start a new file from a factory-default template and add a few curves and hatches, do you then also have an issue saving that file to SVG?
Does it work differently when you export from a perspective viewport in model space?
Does it work differently when you use the Wireframe display mode? Changing it to Pen doesn’t influence the SVG output in any way.

A new file with just a few rectangles and hatches exports fine. Even in Pen.
The issue still occurs from perspective in model space.
Wireframe/Shaded export fine. Pen/Technical Same issue.
It’s not a consistent issue though. Some updates it works fine, some it goes back to this extended wait period. My work teammate has the same issue as me on a different machine.
In that case, we’ll need a .3dm file.

Apart from that, testing your simplified file on my older Windows laptop, I’m getting a bit over 8 minutes just as you are. On my M3 Max MBP, though, this takes about 1.5 minutes.
A faster machine will definitely help here.
