This is from a file that had environments in it. Now all appear gone.
Empty files also have the environment editor broken. I can’t even add an exr file to a basic environment.
I don’t know what else to add.

You are showing the editing window. what does your Environments panel look like?
Simply opening the environment panel fixed the problem. But only for the first time I opened the render properties window. You can see the starfield environment selected.
I closed rhino and opened the same file on another computer in order to do a render to ensure that it all works.
The render properties window had no environment set and only had studio as an other option.
I closed rhino on that computer and returned to my laptop.
The environment panel is open and has the starfield environment in it but the render properties are broken.
what do you mean by broken? In the first image you show, the skylight output is set to 0.0, which will result in the enviroments turning black.
Broken in the sense that, in the render properties window…
I did not deselect starfield. And I suspect that it is selected (in some sense) and if I played around, closing the environment panel, closing rhino, reopening the file in rhino, reopening the environment panel, reopen render properties… after doing something like that, I would find that it is selected, as in the working image. But I have no idea how long that workingness would last.
It is odd that skylight is 0.0 but it has been months since I did a render. It used to work, perhaps I was relying on that camera light. It was back in Rhino the last time I did renders.
Or
Perhaps that 0.0 value is a fallout from whatever bug decides that my environments are in a Schrödinger state.
Can you send a file that has that environment, so that I can test it on my end?

@jmcauley I could not reproduce the issue you are seeing here. If I open your file, this is what my rendering panel looks like:
I almost expected that.
I tried rhino in safe mode and said no to all but the cycles plugins but still saw no environments (except studio).
Rhino 7 files have the environments selected and selectable in Rhino 7. The same files in Rhino 8 are broken.
Is it possible to up the logging levels to see what is causing it?
