Enter is not repeating the display mode

I change the display mode for (for instance) the top viewport to “shaded” by pressing ctrl + cmd + s. Then I make the front viewport active… Pressing enter there doesn’t change the display mode for this viewport to “shaded.” However… If I first change the display mode by clicking the toolbar button, enter DOES change the display mode in the second viewport. Can this be fixed?
