since each tile has different lenght, I would suggest to make each surface at a time, one for each tile, it is tedious but it can work I guess.
My guess is for each kink or sharp corner in the edge of the tiles, you’ll need to draw a line from the kink point to the flange rail; maybe using Perpendicular?
Then Loft between each pair of these lines and Join the mess of surfaces together.

It looks as though the flange rail has no thickness. If you intend to thicken it and want the gap to the tiles to be filled across the full width then drawing all the surfaces could get fiddly. It might be simpler to extend the surface into the tiles, extrude it to create a solid of the desired thickness, and then Boolean difference the tiles from it. You may have to do some clean up but it could still be simpler (making copies of the tiles, scaling them each outwards a lot and using those in the Boolean could help to minimise clean up by allowing more space to extend the flange into without it emerging beyond the tiles).
