Document tabs are missing in Python Editor

In 6.0.16306.9301, 11/1/2016:

Ctrl-Tab can still switch documents.

These shortcuts would be nice even when the tabs are present:
Ctrl-Shift-Tab: Switch documents in reverse order of Ctrl-Tab
Ctrl-W: Close document

This was a mistake. We are working on getting the tabs back for the next WIP
