Display Color Keeps Reverting To "By Layer"

Hi,
So the problem I’m having is that if I change an objects color to a “Custom Color” the object updates properly, but then if I move/copy/mirror etc. the display color reverts to “By Layer”? This happen on both my desktop and laptop, any help would be much appreciated. Thanks
