It is not C or Python (part of the FENNEC plugin) but does the job if you OK with this solution.
You should be able to right click and delete placeholder…

Also Ctrl+A to select everything (including placeholders), then Ctrl-selection rectangle to un-select everything. This should leave only the placeholder objects selected. Which then can be deleted.

What version of Rhino are you using?
Rhino 7…. That explains why you don’t have the command

Interesting… I have a V7, V8 and V9. In none of these removing placeholders with right-clck is possible.
I have it Rhino 9 and Rhino 8
Ctrl + A to select everything (this will ignore the invalid component), and copy / paste in a new file.
This is the most stable approach for me for years.
