The imaging components are available via Yak. Type _PackageManager
in the Rhino command line and install the ‘imaging-library’.

I don’t recall when TestPackageManager was introduced, but 6SR8 is rather old. You may want to update to the latest SR

It is Windows OS only, are you on a mac?
You can use the Yak command line:
"C:\Program Files\Rhino 6\System\Yak.exe" install imaging-library

Also _TestPackageManager does not autocomplete when typed in Rhino, you have to type the whole thing and hit return.
