Creating a icicle like structure on a cylinder?


I’m wondering if anyone could advise on the best way to create a wobbly structure/texture on a cylinder such as in the reference image below? I need the texture to be a part of the actual 3D model, not just an applied material. I’ve tried creating a series of side profiles, arranging them in a circle and lofting them but it’s doesn’t really get the desired effect.

Any ideas?

Perhaps create a cone, then apply a displacement with a noisy wave/band texture on.
