brought in a floral pattern and want to create a closed border around image

It’s hard to say without the file but the CurveBoolean command may be what you’re looking for.

How do I load the file?

depends on what it is…is it cad curves or an image (like a photo or bitmap/)

if it’s curves, open or import will be your friend-
if it’s a bitmap, then pictureframe layering locking and tracing with new curves will be the ticket-
