In the New in V9 toolbar, I see Create template layers.
Seems it’s not known.
The question is also what this command should do.

You’ll need to reset the toolbars to clear that up.
As the command doesn’t create a drawing, the command name was changed to CreateClippingDrawingTemplate. It creates template layers for clipping drawings.
