Create a curve at a varying offset

Hi All,
I wish to create a geometry along a given curve and wants to break or create points at a given distance along the curve (array of points) or
auto generate points along the curve so that offset (x,y,z) can be provided along those points and a new curve can be generated at the offseted points.
Basically, I am trying to create a geometry (bridge) along a given curve and provide tendons (prestressing cables) w.r.t to that the geometry (offset in x,y,z).

I hope my question is clear.
Please help me find the tools to create the above mentioned geometry.

Hi Saurabh- please post a file with the curve, points, and some indication of the offsets and hoped-for results.
