Copy Drawing to New Doc problematic

Part of my work flow is to copy certain drawings from one document to a new document. Rhino 24-4-07

However if I copy the parts in existing document, then open a new document via template for small inches format, then when I go to paste the parts into the new doc nothing happens. So I have to go back to the old document copy again and now it will paste. This problem does not exist with documents that are not new.

So when you say “copy parts” are these the above mentioned drawings (bitmap or pictureFrame?) or just "parts’ in general?
Because a closed polysurface copies fine into a new document for me.
