You need to make sure ‘edge’ points aren’t being affected - though different project, there’s an example here:

Hi , i would recomend to start first with points , interpolate curves between points and then create surface from curves by lofting to get a wave structure. Sorting and manipulate existing points is much more complicated. In this example the z direction is identical but you could change it or use a attractor, but it gives you a starting point.
