Compare parallel vector directions

Hi all,

i try to compare vector directions of two parallel Lines. (Colinear True/False ?)
Rhino.Geometry.Line.Direction gives me a Vector Objects and i try to compare Vector directions.

Direction1 != Direction2 which is nonsens of course.
These Vectors go in Y direction so X and Z is 0.
is there a way to compare + or - Values or do i need value>0 value<0 value==0 ?

Scroll down the page to see Python example. Notice that this command works with an angle tolerance.
