I am getting this when I open the Help panel:
The “Change settings” button doesn’t seem to do anything (not sure what it’s supposed to do).
F1 works fine to get to the Help pages on the web.
Nobody else sees this?

I’m not seeing that here, no.
TLS errors usually means that whatever is trying to contact our server is using an old security protocol. Rhino should be making sure that it uses the correct security protocol, though.
Searching for that error message brings me here https://social.technet.microsoft.com/wiki/contents/articles/54255.troubleshooting-turn-on-tls-1-0-tls-1-1-and-tls-1-2-in-advanced-settings.aspx - with instructions on how to turn on those protocols. Are they unchecked on your end, and, if so, does changing that do anything useful?

All the TLS settings (except for 1.3 which isn’t present on this OS) are checked.
