Command circle of entered rad tan to other circle and through point?

What command to run for the following ?

I have a circle of rad 3.242 and need to create a circle of rad 2.1 tangenting off it and through a point.

Hi Steve- like one of these?

Circle > Tangent > click the blue curve , set radius to 2.1, snap to the point.
