I guess I inadvertently set some settings that block the proper functioning of Rhino but I don’t know how to fix it… What happened? How can I fix it?

Without your file, we will need to guess as to what happens…
Offset is a command that requires a construction plane to base the offset direction on. When you are in the perspective viewport, it is possible to get into a view where the CPlane is not in the view and you’d get that symbol appear at the mouse pointer. Either switch to a parallel viewport or rotate the perspective viewport so that the CPlane becomes available.

As I said, I’m a newbie and I’m not exactly sure I understand your explanation…
I did some tests and if, for example, I’m in the front wiewport and I set the CPlane to “front absolute” the offset command works, but I have to set it for every viewport (every time I change viewport) and if I return to the previous viewport I have to set it again…
I’m not sure this is the right way to do it.

There is no need to set a CPlane in the front viewport. Each viewport has a default CPlane. In most cases, these will be enough to do your construction work. The perspective viewport is a bit special, in that you can rotate the view so that the CPlane gets out of reach. You might want to read the Coordinate Systems chapter in the User’s Guide.
