Closed rui file conflict

When I close a toolbar the rui file is listed in this registry key: HKEY_CURRENT_USER\SOFTWARE\McNeel\Rhinoceros\5.0x64\Scheme: Default\Window Positions\Docking Toolbars\ClosedRuiFileList

However when I reopen the toolbar the rui file is still listed in the ClosedRuiFileList and will not open on rhino startup.

Should Rhino be removing the regkey rui string automatically when re-opening a toolbar.
