Clipping planes - disable all, disable when closing file

A command is needed which finds and disables all clipping planes including clipping planes which are hidden or on layers turned off. @dale had a plug-in for Rhino 5 which did this, named in honor of GustoJunk, but it is no longer available. Clipping plane tool/script/plugin/nuggets out there? - #11 by dale

Also needed is a setting which disables all clipping planes which a file is saved. This would prevent a user from opening a file not knowing it had an enabled clipping plane.

If you are using V7, try TestDisableAllClippingPlanes and TestEnableAllClippingPlanes.
