Solve what?
If, for some reason, you want the control point cage to line up with the construction plane axes, you need to place the start point along its direction from the center point when you create the circle.

@wim thanks for getting into this. I might be overworked. So when drawing a circle you press Shift to constrain as always. Sorry for the disturbance.
