I am new to Grasshopper and I am trying to figure out how can I, having a massing data from a masterplan, identify areas where a building of 15m by 15m + 8 offset can fit. This way I would identify the potential sites, where it can go.

Not being privy to any file or data you might have, I’d say my first approach might be to offset the existing building envelopes (either their outline curves or possibly their meshes) by half the size of the area you’re looking for. Any leftover space should then be indicative of being far away enough from all the existing masses to allow for the insertion of your new building. However if orientation is important (and it sort of sounds like it is since your building is rectangular, not circular) it becomes a lot more complex.
You should be able to put a circle with the same radius as the offsets centred anywhere within the cyan hatched area and not have it intersect any of the existing shapes.
