Check if circles are in the same frame or if circles are in parallel frames

Is there a way to check if 2 circles are on the same frame or are parallel to each other in grasshopper?

By frame you mean plane I think, check this thread:

What would be the best way to check if two planes are co-planar? Would it be enough to check angle between planes normals? Or there would be more cases when they coplanar? [planariy]
