lIttle rusty here. I want to customize my rhino toolbars for every new Rhino file. Currently when I make changes it is only for the file that I am an on. Thanks.

Toolbar configurations are stored with Rhino, not with the model file, so this should not be the case.
Exceptions would be if you are running Rhino V4 under a UAC version of Windows, or are running multiple sessions of V5. If you are running multiple Rhino sessions, the configuration of the last one closed, wins.
