Can't use materials and bugged interface

Hi, I can not use materials on my projects, I can’t reach to material library and material interface looks like bugged. How can I fix this?

Hello - please open Options > Plug-ins page and make sure that the ‘Render development kit’ & ‘Render development kit UI’ plug-ins are present and enabled…?
