In the 11-12 SR 14 if I open DocumentProperites and it opens to the Render page, or open it on another page and switch to the Render properties, I can’t then switch away to any other section.

It doens’t look like you are on automatic updates? I would recommend doing so, especially if you are on the somewhat less stable candidate versions.
RH-84744 was fixed in last week’s SR 14 candidate.
