Can I adjust Layout scaling on a per layout basis?

As the title says, is it possible to adjust the layout scale on a per layout basis?
I need to set all texts and dimensions to different sizes based on what the page is used for.

(Oh, just to clarify: I am talking about the Layout scale and the way it sets the size for text and dimensions and not the detail zoom level scale.)

Here I would expect to find settings for scaling:
And have them affect linetypes and hatches too
