I just noticed that the Rhino Options pop-up window is rendered improperly in Rhino 8 WIP. In Rhino 7, however, they appear just fine. I use a 4K screen resolution with 200% scaling from the Windows 10 settings.
I do not have the problem with the display scale factor set to 150%, but do have it with the display scale factor set to 200%.
