Boolean difference with offset option is there such?

I have an axle rod and it needs to create a hole for such in an object, If one could choose Boolean difference and click offset option and enter e.g. 0.002 inch it would save a load of time messing about creating that item as a cutter and offsetting surface manually then cutting with it.

Is there such , perhaps a script ? …make yet another button etc.

There is nothing native in Rhino to do this. A script could probably be made, but as the OffsetSrf command can be unreliable at times, I would not want to use it to automatically BooleanDifference a part without checking what the result of my offset actually looked like first.
