Blend Surface problem

Hi i wonder if anyone can point me in the right direction…

I am trying to use the blend surface function however when i try to select the edge while using the function it only allows me to select a segment of it despite the edge being a closed curve. I tried to merge these edges but it doesn’t allow me …
i have tried this with other simple shapes and unless it is a circle it won’t allow me to select the whole surface edge
