I want to array this group along the perimeter of this curve, is there a command to have it arrayed along an arc scaled or stretched to fit the rest of the design. I tried to use array and flow, is this something ill have to do manually?

Create a base curve that has the same length as the vertical sides and the arcs combined.
Then array the carving curves in one direction along this base curve.
Then use the Flow command.
You will need to manually resolve issues at the top of the arcs and where the verticals meet the arcs.
