Are there Title block templates in some folder?

Hello everyone,

after years of not making planlayout in Rhino I decided to try it again, since the documentation tools seems to be developed lately.
Following the official guide, I understand, that there should be a template in the dropdown menu:

My dropdown menu is completely empty. Should there be one, or not?

Also, I tried to change the language of the page to English, however it changed back to german, when going to the documentation page.

Did you download the file that was linked to at the top of that guide?
That 3dm file should contain the following three block definitions:

Apart from that, the current builds of the WIP on Windows should contain links to “blocks” from the Libraries panel. One of those is a very basic Title Block:

I actually didn’t realise there was a file to download; at least for me, it was too vague to simply say ‘open’ in one of the steps, and that’s where the download is “hidden”. But to be honest, I didn’t look for very long either.
