Good catch. I will edit my “how to create this issue.” I have been moving the detail and the dimensions together. There so many instances of snap failure or inadvertent history-breaking that I find it necessary to break history and select dimensions with any detail when rearranging details on a sheet rather than moving details alone (which would cause historied dimensions to move with them retaining history, but leave many lingering serrupticiously unhistoried elements straggling all over the place.)
Is there a bug report on this?

I was trying to move dimensions without this issue and @abrahamwechter give me a hint with his comment in this post https://discourse.mcneel.com/t/dimensions-move-constantly/72184/10?u=alboranfatoucabello If you deactivate "record history-> update children " in the status bar the dimension moves without losing its format.
At least it worked for me. I hope it can help somebody else!
