You can use InsertEdge with Type=Loop and Mode=Range. Select loop next to the edges you want to split. You can double click to select the whole loop and then ctrl + left mouse click unselect those you don’t need.

Did you also consider the slide vertices command in Blender?

The _slide command is now able to slide vertices as well. I will post about that later on.
