A layer turned off globally cannot be turned on in a detail?

Is there a way around this? Maybe using the layer states? Or are we stuck with this behavior?

For Rhino 7, yes. For Rhino 8, no.

What you’re describing is the intended behavior.
HideInDetail will only hide an object that is On in the Layer panel.

The LayerStateManager may be an effective tool for streamlining the results you’re after.

Thanks John. I though ACAD was different but it it’s (basically) the same. I guess I just never had a situation where I had to hide a layer globally and only wanted it to show up in one viewport.

I really just need an object to only just show up in a single detail view. I guess the danger of implementing something like that is that the detail would be lost forever. Creating some sort of “toggle” (using layer states) would probably work just fine once I settled on a relatively fixed set of layers.

Right.
AutoCAD has a tool for creating a new layer that is set to be automatically hidden in all new Details (or whatever they call them) in a Layout (Paperspace).
Rhino does not yet have a tool for that, but it’s on the wish list.
