Apple writes pretty good drivers for the limited hardware they support.
Under the Windows model, component makers write the drivers and Intel does not write an optimized OpenGL driver for Windows.
Microsoft is very GDI and DirectX based.
Microsoft doesn’t like much of anything Open Sourced.
