What program is the end user opening the dwg in?
Try exporting as .dxf
Make sure it’s the layer that has colour and not just display colour (which I suspect you are)
Try exploding the hatches (save them to a different layer 1st)
This is how I have mine set up for .dxf export, it seems to work well for illustrator and AutoCAD
